No because you won't be fishing while walking to your kayak. Once you are in the kayak on the water you can fish anywhere on the water with an ohio license only.
What huntindoggie said! There's so much misinformation floating around about Pymy it's unbelievable! Launch wherever you want with either license. We've done it many, many times with no problems at all.
And don't worry about following one state's bag and size limits but violating the other's. They're exactly the same! OH and PA have an agreement about that body of water.

What about walking back to his truck, loading kayak in PA with fish in possession? Then do you need a PA license?

No. If that was the case if you trailered your boat in pa with ohio license any fish in your livewell would be illegal. As long as your not wading or fishing from shore you are ok. If your feet touch the bottom then you need the states license your in to fish. Loading your days catch doesn't count as fishing.
I'm not sure how the law reads. But if it was me and I was planning on launching and fishing in PA I'd have a PA licence. A licence is usually cheaper then a ticket.
I have fished Pymie for fifty some years and I am an Ohio resident. Only launched once in my life from the OHio side. I love the northend and Linesville launch.

You can take your catch from your boat to your vehicle, doesn't matter where you are parked You caught them in the lake, legally, not in the parking lot.
You MAY NOT fish from any island unless you have a Pa license.
Kayak, just an FYI, Linesville updated their entire marina when it was closed last year. They even installed two very nice launches from the dock area by the boat house just for kayaks. You should check it out. The other bonus is the Islands provide nice cover if you are there on a windy day. I had some pics of the new marina when it was being constructed but I think I deleted them...sorry
