There are two marine forecasts by noaa, Offshore and Nearshore, you are probably looking at the Offshore forecast. Depending on
where and how far from shore you fishing, depends on which one you should heed, I check them both:

SUNDAY...SOUTHWEST WINDS 10 TO 20 KNOTS. SUNNY. WAVES 2 TO
4 FEET SUBSIDING TO 1 TO 3 FEET.
Depending on which way the wind is blowing and the locations of the forecast you will see some big differences.
If your going to fish near shore use 2, if in doubt use 1 in this example.
Also big waves 4' last longer than the wind that creates it, I call it LE slosh, so just because the wind is 13/15 mph does not mean the waves will subside right away.
