1997 15 HP Evinrude Model E15EEUC - Low idle issue

I have a 1997 15 HP Evinrude Model E15EEUC, that stalls at low idle, other wise it runs as it should. No problem at all when you are giving it just a little bit of gas or at WOT. When I idle it down to shift, it dies every time and I have some difficulty starting it with out advancing the throttle.

Any ideas? I cannot seem to find an idle adjustment screw anywhere on the motor.

I changed the plugs already. Most motors have some sort of idle adjustment, I can't seem to find one on this motor. I think I am going to be able to get a service manual, but I am not very mechanically inclined....

Mike and bountyhunter, thank you both for the replies. I should have noted that I did try the idle adjust on the tiller handle, it did not seem to make a difference. I was thinking that there might be an internal one (under the cowling).

The gas I use has ethanol in it, I do treat it with a Mercury fuel treatment product. I only use the motor for about 5 days a year and always run the gas out of the carb when I put it up.

I ran the motor at WOT for about 15 minutes with no issue, that leads me to believe it is not a fuel issue.

Had the exact same problem with my 93 Evinrude 9.9. Put 2.5 gallons of fuel in the tank and a 16 oz bottle of Seafoam in the gas tank. Ran it wide open for 10 minutes and let it idle down. Repeat, repeat, repeat. After about 80 minutes of this I came back to the dock and it idled fine. Fixed the problem. You can also put some Seafoam directly in the carb for faster results. The engine was new to me and had sat for about 6 months. Nothing Seafoam couldn't fix. $7 fix. I work on my own stuff, but no need to start anywhere else other than a good clean out.
