It's going to sound silly, but pawn shops. Just research the current silver price before you go to buy and they usually will sell you at the same price. They take in lots of silver that they just melt down, and silver is silver, it doesn't need to be a mint coin or something. Same goes for gold.

A family member gave me a quart jar full of electrical contacts. He told me that the contact pads are coated with silver.
Can it be tested?
Can it be separated,,, melted off & saved?
Would a jeweler or pawn shop be the best place to start,,,, or would I just get ripped off?
