In the Ohio Sierran this issue, it listed Senate Bill 189 as attempting to change the public rights to beach front property on Lake Erie. It seems that the current law is that the state owns up to the high water mark and the Sierra Club says they're trying to change that.

I tried to decipher the bill - SB189, but I'm not sure I'm reading the right sections. The bill looks to me to be keeping the high water mark as the demarcation of state property (do a search on the page for water mark).

At any rate, is there anyone out there who is either "in the know" or better at reading legal documents than me who could help translate this bill and tell us if there's a threat to public access to Erie waterfront or if this affects the fishing in any way?
