He's saying if they treat the lake initially when all the weeds die off, fishing will be good, but then with lack of weeds fishing will decline. Essentially when you have a lake full of weeds it's tougher to fish but lots of places for minnows, fry to hide, mature, but when they inevitably over treat "nuke" the lake, the lack of weeds becomes a detriment and poor fishing follows. After a brief period of good fishing that came from the benefit of the weeds and easier for fisherman to reap what the weeds provided without their presence with the initial treatment.
