I purchased a life time hunting and fishing liscence for West Virginia in 1989. a friend of mine found out that his was no good upon moving out of state. I called WVDNR and got the good news that mine is still good for ever as long as I have a valid hunting liscense in the state that I live in. Then even better news, I do not have to purchase out of state tags for any other form of hunting that I might whant to do. My little girl has her fishing liscence from birth in WV and it will always be good to. Yes there is a DNR that thinks of the outdoorsman or women more than the polaticians in thier state.
