Not unless he has a permit to sell fish! I wouldn't buy from him if it were me.

I don't always fish for Bass, but when I do, I prefer big'uns. Fish hard my friends....

Impretty sure that is not legal unless he has s license to sell something... I think the same rule applies for bait( minnows, crawdads, etc..)

To take that a step further... I think there is a new law that says your not even allowed to GIVE your buddy a fish that you caught anymore .. For example: if you were on an Erie charter snd you have caught your limit... You can no longer catch fish and give it to your buddy to help him get his limit... Weird rule

even with a bait or dealers license, he can not resell any fish caught from a public lake. If your looking for pond channels I got a slew of em Ill give them to ya. They been spawning like crazy in my lake and are eating me out of home and wallet!~ LOL mostly from 6-12" I got thousands of them......
Id drop his name to the DNR and let them have a chat with him. Most folks think that once they catch them they are theres to do what they want but that does NOT include reselling them.

Mark is right, only allowed to sell channel cats if you raise them from eggs and have a hatchery license... Report him to the game warden immediately!

Yup I'd turn him in, wouldn't even hesitate to do so.
